Introduction by the editor

The difficulty with empirical estimates of the impact of climate change is that climate varies only slowly over time, while climate differences over space are correlated with all sorts of everything. Weather varies quite a bit over time, and exogenously so to the economy. Estimating the impact of weather is therefore econometrically unproblematic, although some people have confused weather impacts (a short run impact) with climate impacts (a long run impact).
